IEEE TWC, ICLR and arXiv now all cap submission volume

IEEE TWC, ICLR and arXiv now all cap individual submission volume.

  • IEEE TWC (Transactions on Wireless Communications) accepts at most 36 new manuscripts per author per year. I wrote about this when the policy appeared.
  • ICLR 2027 (International Conference on Learning Representations) limits each author to 20 submissions. Background on the registration numbers is in an earlier post.
  • arXiv has allowed each submitter two submissions per month since 1 October.
Illustration of a red turnstile between a large field of tall manuscript stacks with loose pages flying overhead and a bookshelf on the other side; only two small stacks have passed through the turnstile.
A turnstile counts how many pass through, not what they carry.

arXiv reported 40,363 submissions in September 2026, against 20,569 in September 2024. Its moderators attribute part of that growth to AI tools.

Caps ease the load on reviewers and moderators, but they count papers, not quality. arXiv’s limit applies only to the person who submits, so five co-authors who take turns submitting can post ten papers a month.
