Summary

Associate Professor specializing in operations research and mathematical optimization for wireless, underwater, and drone-assisted communication systems. Over a decade of research developing optimization-based models for routing, resource allocation, reliability, and energy efficiency in complex networked systems, increasingly integrating reinforcement learning for dynamic and large-scale environments. Current interests extend to hybrid optimization–learning methodologies for next-generation paradigms, including quantum network routing. Active as editor, reviewer, and technical program committee member, alongside teaching, curriculum development, accreditation, and academic leadership.

Academic & professional appointments

2016 – present
TED University (external), Ankara, Türkiye
Department of Electrical and Electronics Engineering
Associate ProfessorMar 2021 – present
  • Develop optimization models for routing, resource allocation, reliability, and energy efficiency in wireless sensor, underwater acoustic, and drone networks using network flow, mixed-integer, and constraint programming, and extend these formulations with machine and reinforcement learning for dynamic and large-scale decision settings.
  • Published seven peer-reviewed journal articles since March 2021, four of them in IEEE journals, and guest-edited a special issue on mass connectivity for the journal Internet of Things.
  • Built VERA for rubric-based capstone jury assessment and reporting, and KAIROS, a CP-SAT timetabling engine with independent post-solve validation — both in use at TED University.
  • Teach probability and random variables, signals and systems, and communication systems, together with a graduate course on optimization for communication networks; supervise graduate research and mentor the two-semester senior design sequence.
Department ChairJul 2021 – Jul 2024
  • Directed teaching, research, and strategic planning across the undergraduate and M.Sc. programmes, covering 8 faculty members, 4 research assistants, and more than 100 students.
  • Prepared the undergraduate programme for MÜDEK accreditation, the Turkish equivalent of ABET, and directed the accompanying curriculum revision.
  • Established the M.Sc. programme, founded the department's IEEE Student Branch, and set up a Microprocessors teaching laboratory with more than 20 TI ARM Cortex-M4F Tiva C development kits.
  • Recruited and mentored three faculty members, coordinated the department's evaluation and reporting cycles, represented the department on the Engineering Faculty Board, and coordinated alumni relations.
Assistant ProfessorSep 2016 – Mar 2021
  • Established an independent research line on optimization for wireless sensor networks, covering network flow models for lifetime maximization, transmission power control, and reliability under physical constraints.
  • Published 21 peer-reviewed works between 2017 and 2020, including articles in IEEE Transactions on Industrial Informatics, IEEE Systems Journal, and IEEE Sensors Journal.
  • Developed and delivered six undergraduate courses, among them a new course on power system analysis first taught in spring 2017.
  • Co-supervised the first two M.Sc. theses in this line, completed in 2017 and 2018, supervised senior design projects from 2016, and began peer review and technical programme committee service for IEEE venues.
2015 – 2016
Avionics Design EngineerDec 2015 – Aug 2016
  • Contributed to the development and integration of the network architecture for the ANKA medium-altitude long-endurance UAV programme.
  • Built and configured the network infrastructure required by the programme's integration activities.
  • Designed high-availability Cisco systems to meet the programme's 24/7 mission-readiness requirements.
2010 – 2015
Turk Telekom (external), Ankara, Türkiye
Senior Network EngineerDec 2010 – Nov 2015
  • Contributed to the design and operation of the Safer Internet Service, a nationwide content-filtering and parental-control platform serving more than five million subscribers.
  • Operated and maintained more than 100 Cisco and Procera deep packet inspection systems at 99.9% availability.
  • Maintained configuration records and reporting in line with the applicable regulatory requirements for the service.
